The animation was created by using an animated gif as background. Just hover over the navigation to see the effect.
IE6+ and Opera 7+ work as intended.
It seems that Mozilla (1.7) downloads the animated gif and run the animation once on page load.
Apparently it is a regression bug because it worked in Mozilla 1.6. It was a Mozilla problem, was patched, and is now a problem again. Other than some sort of JavaScript workaround, there may not be a solution until Mozilla gets around to fixing it again. Here is a link to the bugzilla report. Firefox 2+ on the other hand does what it's supposed to do: no problems.
